A retrieval agent over published US plumbing and public-health-engineering codes that answers with auditable citations — the right clause number, quoted verbatim, from the edition that governs. It asks which code applies before answering, and refuses rather than guessing when a quote cannot be traced back to a clause it opened.

What it knows

2024 International Plumbing Code (ICC) — the model code most US jurisdictions adopt or amend
2022 California Plumbing Code (IAPMO) — Part 5 of Title 24, on the Uniform Plumbing Code lineage
2025 Plumbing Code of New York State (ICC) — an IPC adoption with [NY] amendments marked in the text

It answers from these documents and nothing else. There is no general knowledge behind it to fall back on, which is the point.

What it will not do

A confidently wrong citation is worse than a refusal, because you would act on it.

Three codes are loaded and all three have a clause 604.3 meaning different things, so it asks which one governs instead of picking one.
California's code is not an amendment of the IPC — a shared clause number is a coincidence of numbering, and the agent will not read one across to the other.
On the California and New York codes, no body/index boundary is declared, so results can include back-of-book index lines. The agent flags this rather than hiding it.
It answers from the three loaded codes and nothing else. It has no local amendments, no AHJ interpretations and no engineering judgement.
